Recently, the Central Committee of the Communist Party of China and The State Council issued the Outline for Building a strong country with Quality, and issued a notice requiring all regions and departments to conscientiously implement it in light of the actual situation.

The main contents of the Outline for building a quality country are as follows.

Building a strong country with high quality is an important measure to promote high-quality development, promote the transformation of China's economy from large to strong, and an important way to meet the people's needs for a better life. This outline is formulated in order to comprehensively promote the construction of a quality power and comprehensively improve the overall level of quality in our country.

First, the situation background

Quality is an important guarantee for human production and life.  The quality of products, projects, and services has been steadily improved, and quality and safety are better guaranteed. The quality of a number of major technological equipment, major projects, major consumer goods, and high-tech products in emerging areas has reached international advanced levels, and the quality of services in trade, tourism, finance, and logistics has significantly improved. The quality competitiveness of industries and regions has been continuously improved, the efficiency of quality infrastructure has been gradually demonstrated, and the contribution of quality to improving total factor productivity and promoting economic development has become more prominent, and the people's sense of quality acquisition has been significantly enhanced.

The world today is undergoing profound changes unseen in a century, and a new round of scientific and technological revolution and industrial transformation is deepening, triggering profound changes in quality concepts, mechanisms and practices. Quality, as a key element of thriving international trade, promoting industrial development and improving people's well-being, has increasingly become the focus of economic, trade, science and technology, culture and other fields. Second, general requirements

(1) Guiding ideology.  We will fully implement the strategy of building a strong country with quality, firmly establish a sense of quality first, improve quality policies, strengthen total quality management, promote quality reform and innovation, strive to improve the quality of products, projects and services, strive to promote brand building, strive to enhance the quality competitiveness of industries, strive to improve the quality and efficiency of economic development, and strive to improve the quality of the people. We will actively align advanced international technologies, rules, and standards to build a country with high quality in all respects, and provide quality support for comprehensively building a modern socialist country and realizing the Chinese Dream of great national renewal.

(2) Main objectives
